Ticket #84 (new enhancement)

Description

It would be really handy to have a setting where eAccelerator checks the mtime, but only if it hasn't checked that file in the last xx seconds.

Then you could get the advantage of not needing to check mtime 1,000 times per second (in a high load setup), but still be able to update files without needing to flush cache. Then you could set it to check each file no more than once every 5 or 10 seconds (or whatever).
